The Restaurant Menu Regulation was published in the Official Gazette on December 19, 2023, and came into effect on January 1, 2024. This regulation made it mandatory for restaurants, cafes, patisseries, and similar food and beverage service establishments to hang, attach, or place their tariffs and price lists in front of the entrance door of the establishment and on the tables where service is provided, in a way that is easily visible and readable by consumers.
Numerous complaints have been received from consumers recently that restaurants, cafes, and similar establishments continuously make price increases far exceeding inflation rates and costs for their goods and services, and that these price changes prevent the purpose of protecting consumers' economic interests through proper and accurate information via price lists and tariffs.
The main goals of this regulation are:
Enabling consumers to see prices before entering the establishment
Ability to compare prices
Establishing transparent pricing policies
Preventing consumer victimization
Matters relating to price tags, tariffs, and price lists for goods and services offered for retail sale are regulated in Law No. 6502 on Consumer Protection and the Price Tag Regulation.
The first paragraph of Article 8 of the Price Tag Regulation published in the Official Gazette dated June 28, 2014, No. 29044, was amended and arranged as follows:
ARTICLE 1: "According to the characteristics of services and how they are presented to consumers, documents, boards, panels, and similar items relating to tariffs and price lists shall be hung, attached, or placed in the establishment where the service is provided, and additionally, in restaurants, cafes, patisseries, and similar food and beverage service establishments, in front of the entrance door of the establishment and on the tables where service is provided, in a way that is easily visible and readable by consumers."
ARTICLE 2: This Regulation shall enter into force on January 1, 2024.
ARTICLE 3: The provisions of this Regulation shall be executed by the Minister of Trade.
The regulation covers the following types of establishments:
Restaurants
Cafes
Patisseries
Similar food and beverage service establishments
Entrance Door Placement
Tariffs and price lists must be present in front of the establishment entrance door
Must be in a position easily visible to consumers
Must be prepared in readable size and font
Table Top Placement
A price list must be present on every table where service is provided
Must be in a format that customers can easily examine
In establishments such as hotels, hospitals, or shopping malls whose main field of activity is the sale of goods or services other than food and beverage sales, but which also have restaurants, cafes, or patisseries within their premises with their own seating area for food and beverage service; if there is an entrance door to the food and beverage service area, the tariff and price list should be placed in front of the entrance doors, and if there is no entrance door, it can be placed where consumers can easily see and read it before entering the sections, parts, or areas where food and beverage service tables are located.

Especially recently, with the widespread use of digital devices in line with technological innovations, it is considered that making tariffs and price lists accessible solely through scanning QR codes to display menu information, as practiced by some establishments, is not sufficient on its own and does not meet the tariff and list requirement in the Regulation.
There is no objection to using QR codes as an additional service while providing tariffs and price lists in accordance with the Regulation provisions.

QR menus have become quite widespread. Malicious individuals can redirect customers to fake sites by changing these codes. Additionally, virus software can be downloaded to customers' phones. Various fraud cases have occurred with fake QR codes.
According to the Regulation draft open for comment, menus and price lists on tables in food and beverage service establishments can also be shown to consumers via QR code.
A system is planned to be established to enable the price lists of restaurants, cafes, and similar establishments to be published online for easy comparison by consumers.
For products sold by weighing in the presence of the consumer by the seller, taking the tare (deducting the packaging weight) will be mandatory. Based on the traditional principle of "Honesty in Measures and Weights," it will be explicitly stated that the tare must be taken during the weighing of products offered for sale by weighing at the consumer's request, meaning the packaging weight must be deducted.
An administrative fine of 3,166 TL will be applied for each violation when the legal obligations set for full and accurate information of consumers regarding price tags and price lists are not complied with.
As the Ministry of Trade, in our inspections in 81 provinces in 2024 within the scope of the Regulation Amending the Price Tag Regulation, a total of 221,634 establishments were inspected, and 210.5 Million TL administrative fines were applied for 119,112 detected violations.
In our inspections, attention is paid to whether documents relating to tariffs and price lists are placed in front of the entrance doors and on the tables where service is provided in restaurants, cafes, patisseries, and similar food and beverage service establishments in a way that is easily visible and readable by consumers, and whether there is a difference between the menu prices and cash register prices of food and beverages.
Whether a service charge or fee under another name is charged, which is particularly a subject of consumer complaints, and if so, whether these fees are included in the menus, is also carefully checked by our inspection teams.
If soup, döner, and rice pudding are served to consumers in a restaurant, and if only the soup information is not included in the tariff and price list in front of the entrance door and on the tables in accordance with the Regulation provisions, the administrative fine to be applied to the establishment is (1 x 3,166) 3,166 TL, while if none of the information for soup, döner, and rice pudding is included, the administrative fine to be applied is (3 x 3,166) 9,498 TL.
Making tariffs and price lists accessible solely through scanning QR codes to display menu information is not considered sufficient on its own and does not meet the tariff and list requirement in the Regulation. A physical menu is mandatory, QR code can be used as an additional service.
All establishments that provide food and beverage services such as restaurants, cafes, and patisseries are covered by this regulation.
No, menu prices and cash register prices must be the same. Penalties are applied in case of differences.
If a service charge is collected, it must be clearly stated in the menus. Hidden service charges cannot be collected.
All Restaurants and Tourism Operators Association (TÜRES) President Ramazan Bingöl stated that menus will now be placed both at the entrance door and on the tables in restaurants and cafes, saying they have had this request for a long time.
Tourism Restaurant Investors and Operators Association (TURYİD) President Kaya Demirer also said, "This is very positive and it's always what we wanted. It's very positive that the relevant sector's stakeholder NGOs are consulted for their opinions during the law or regulation draft process."
