The claim of "POS device requirement in markets after August 15" that has recently come up on social media has sparked curiosity among both consumers and market vendors. We examined the details and true dimensions of the issue.
According to statements by Ali Karaca, President of the Turkey Greengrocers, Fruiterers and Street Vendors Federation, there will be no obligation to acquire a POS device. The regulation that will start as of August 15 is entirely left to the preference of market vendors.
The new regulation will be implemented within the framework of agreements made with banks so that vendors who request can acquire POS devices and use credit cards more in their sales.
Market vendors have recently shown intense demand for POS device usage. The main reason for this is that the absence of POS devices in marketplaces causes market vendors to lose customers.
Mesut Sengün, President of Istanbul General Market Vendors Chamber, also explained the reasons for this demand, stating that citizens will be able to buy vegetables and fruits at more affordable prices with credit cards from the market instead of shopping at high prices from shopping malls or chain markets with credit cards.
It is a fact that citizens prefer not to carry too much cash on them in an inflationary environment. This situation makes market shopping difficult for consumers. With the new application, convenience is expected to be provided for consumers who prefer not to carry cash.
Additionally, market vendors are also pleased with this situation. It is stated that due to the absence of POS devices in neighborhood markets, many customers tend to shop from supermarkets, and this creates a significant loss for market vendors.
One of the issues consumers are most curious about is whether there will be a price difference in card shopping. A clear statement came on this matter as well: "There will be no price difference or commission between cash or credit card shopping."
Considering that the VAT on vegetables and fruits is 1 percent and market vendors are taxed on a simplified basis, it is stated that they will tolerate the POS commission and VAT and continue to serve citizens at affordable prices.
Another purpose of this application is to combat the informal economy and prevent tax losses. This goal is also being pursued in market POS devices where a low-commission payment system will be integrated.
The application that will start as of August 15 is based on the principle of choice, not obligation. Market vendors will be able to optionally have POS devices at their stands. Citizens will be able to shop with cash or credit cards according to their own preferences.
This regulation will both increase the competitive power of market vendors and provide consumers with more comfortable shopping opportunities. It is anticipated that it will be an important convenience especially for citizens who are hesitant to carry cash.
